It is demonstrated on the basis of the Dirac equation that quarks cannot be confined by a vector gluon potential of the form(r/r 0)a or[ln(r/r 0]a, a>0, if the quark-gluon interaction conserves parity. In order to confine quarks with the parity-conserving interaction, the effective gluon potential must be a pseudovector or a scalar. These are shown in a simple Yang-Mills field with theSU(2) group.

In recent years, the genetic testing and selection of IVF embryos, known as preimplantation genetic testing (PGT), has gained much traction in clinical assisted reproduction for preventing transmission of genetic defects. However, a more recent ethically and morally controversial development in PGT is its possible use in selecting IVF embryos for optimal intelligence quotient (IQ) and other non–disease-related socially desirable traits, such as tallness, fair complexion, athletic ability, and eye and hair colour, based on polygenic risk scores (PRS), in what (...) is referred to as PGT-P. Artificial intelligence (AI) and machine learning–based analysis of big data sets collated from genome sequencing of specific human ethnic populations can be used to estimate an individual embryo’s likelihood of developing such multifactorial traits by analysing the combination of specific genetic variants within its genome. Superficially, this technique appears compliant with Islamic principles and ethics. Because there is no modification of the human genome, there is no tampering with Allah’s creation (_taghyīr khalq Allah_). Nevertheless, a more critical analysis based on the five maxims of Islamic jurisprudence (_qawa'id fiqhiyyah_) that are often utilized in discourses on Islamic bioethics, namely _qaṣd_ (intention), _yaqın̄_ (certainty), _ḍarar_ (injury), _ḍarūra_ (necessity), and _`urf_ (custom), would instead reveal some major ethical and moral flaws of this new medical technology in the selection of non–disease-related socially desirable traits, and its non-compliance with the spirit and essence of Islamic law (shariah). Muslim scholars, jurists, doctors, and biomedical scientists should debate this further and issue a fatwa on this new medical technology platform. (shrink)

In this chapter we extend earlier work (Vinuesa et al., Nat Commun 11, 2020) on the potential of artificial intelligence (AI) to achieve the 17 Sustainable Development Goals (SDGs) proposed by the United Nations (UN) for the 2030 Agenda. The present contribution focuses on three SDGs related to healthy and sustainable societies, i.e., SDG 3 (on good health), SDG 11 (on sustainable cities), and SDG 13 (on climate action). This chapter extends the previous study within those three goals and goes (...) beyond the 2030 targets. These SDGs are selected because they are closely related to the coronavirus disease 19 (COVID-19) pandemic and also to crises like climate change, which constitute important challenges to our society. Organizations are making massive investments in artificial intelligence, and recent demonstrations and achievements highlight the immense potential for AI to improve organizational and human welfare. Yet realizing the potential of AI necessitates a better understanding of the various ethical issues involved with deciding to use AI, training and maintaining it, and allowing it to make decisions that have moral consequences. People want organizations using AI and the AI systems themselves to behave ethically, but ethical behavior means different things to different (...) people, and many ethical dilemmas require trade-offs such that no course of action is universally considered ethical. How should organizations using AI—and the AI itself—process ethical dilemmas where humans disagree on the morally right course of action? Though a variety of ethical AI frameworks have been suggested, these approaches do not adequately address how people make ethical evaluations of AI systems or how to incorporate the fundamental disagreements people have regarding what is and is not ethical behavior. Drawing on moral foundations theory, we theorize that a person will perceive an organization’s use of AI, its data procedures, and the resulting AI decisions as ethical to the extent that those decisions resonate with the person’s moral foundations. Since people hold diverse moral foundations, this highlights the crucial need to consider individual moral differences at multiple levels of AI. We discuss several unresolved issues and suggest potential approaches for thinking about conflicts in moral judgments concerning AI. (shrink)

In a given polity, interactions between the Governed and the Governing Strata are symbiotic. The Governed desire, and indeed need, infrastructure services organized. If such basic foundations are not provided, the economic activity so deeply cherished by both groups cannot be realized. The Governing Strata cannot function without the Governed. After all, without the Governed, there will not be a polity; hence nothing to govern. Regardless of the politico-economic system in effect, this co-dependence is inevitable, inescapable, indenturing both groups to (...) each other. This is the case, regardless of the designation, functions, or the style of the governance system. It matters not if the designation or philosophy of the said governance is a variation of pluralism or authoritarianism by a minority. (shrink)

It is argued that dispositional explanations are radically incomplete causal explanations that are employed when (1) a description of the stimuli is insufficient to account for the object's response and (2) not enough is known about the object to specify what its specific causal contribution is. ryle's failure to refer to the causal contribution of the organism in his account of dispositions is regarded as a serious weakness.

It is easy to understand why Hegel's philosophy should be little studied by English-speaking philosophers today. Those who at the beginning of the twentieth century initiated the movement we are now caught up in presented their earliest philosophical arguments as criticisms of the prevailing Anglo-Hegelian views. It may now be thought illiberal to take much interest in this perhaps excusably slaughtered royal family, and positively reactionary to hanker after the foreign dynasty from which it sometimes claimed descent. Hegel was a (...) systematic philosopher with a scope hardly to be found today, and men who, as we say, wish to keep up with their subject may well be daunted at the idea of having to understand a way of looking at philosophy which they suspect would not repay them for their trouble anyway. Furthermore, since Hegel wrote, formal logic has advanced in ways he could not have foreseen, and has, it seems to many, destroyed the whole basis of his dialectical method. At the same time, the creation of a science of sociology, it is supposed, has rendered obsolete the philosophy of history for which Hegel was at one time admired. In countries where there are Marxist intellectuals, Hegel does get discussed as the inadvertent forerunner of historical and dialectical materialism. But in England, where there is no such need or presence, there do not seem to be any very strong ideological reasons for discussing him. In what follows I shall be asking you to direct your thoughts to certain forgotten far-off things which I hope you will find historically interesting even if you do not agree with me that they give important clues for an understanding of human nature and human society. It is not easy for an Englishman to acquire a competent knowledge of French philosophy. For one thing there are so many French philosophers writing so many books, and for another the multiplicity of men is matched by the variety of views. In a country where a knowledge of philosophy is expected of any cultivated man, and where the flourishing of philosophy in school and university curricula is regarded as a condition of intellectual freedom, this variety is accepted as part (...) of the cultural background. Professor Bréhier's Transformation de la Philosophie Française must, even so, be of great value to French readers, because of the author's capacity-so admirably shown already in a History of Philosophy that is unquestionably the best now obtainable-to pick out what is essential in a welter of theories, arguments, and mere pronouncements. To English readers, whose knowledge of the background is necessarily limited, this book is particularly valuable, not only for the clarification it brings, but also for a bibliography that is closely related to the text. M. Bréhier observes that French philosophers of the generation that followed and criticized Durkheim, Bergson and Brunschwicg showed themselves acutely conscious of the discontinuities of things, and puritanically averse to the construction of philosophical systems. M. Bréhier, however, does not take this anti-systematic, pluralist tendency at its own valuation. French philosophy, he thinks, is in a phase that makes it comparable to medieval philosophy. It was characteristic of medieval philosophy that it comprised no individually constructed systems like those, for example, of Descartes, Leibniz, Hegel, and Schopenhauer, which have grown up and died away in Europe since the Renaissance. The main reason for this was that Christianity itself provided a common system which was never to be questioned, so that philosophers concerned themselves not with systems, for that would have led to heresy, but with particular problems. Part of M. Bréhier's parallel with modern times is that some Christians and all Marxists aim to produce the same condition. (shrink)

The last survey of philosophy in France to appear in this journal was published in July 1939. Although the circumstances of the war do not seem to have prevented the publication of philosophical books in France to the extent that they have done so in this country, they have pretty effectively limited their transmission across the Channel until the last year or two. In consequence it is by no means easy to re-establish continuity between the publications of the pre-war period (...) and the rather random trickle of new books now being received by the editor of Philosophy. Some useful information on the intervening period is contained in an article by Professor Lalande in the Philosophical Review for January 1946. Readers of this article or of the files of the Revue Philosophique will find that in 1940 occurred the deaths of Abel Rey, known for his work on science in the ancient world, and of the philosopher and sociologist Célestin Bougié. In 1941 Bergson died. 1944 saw the death of Léon Brunschvicg, whose Descartes et Pascal lecteurs de Montaigne appeared that same year. Jean Cavaillfès, a logician known for his works published in 1938 on the axiomatic method and the theory of groups, was shot by the Germans for his part in the resistance movement. Maurice Halbwachs, for many years associated with the Année Sociologique died in Buchenwald in 1945. As for books that appeared during the war, I have not seen Professor Le Senne's Traité de Morale Générale, which appeared in 1942. (shrink)
